機種はDELL OptiPlex3070
こいつがブルースクリーンエラーが出て、しかもくるくる回ってるとのこと。
とりあえず、診察してみた。
現象：電源を入れるとDELLマーク表示後、ブルースクリーンとなり再起動がかかる。
再びDELLマーク表示後、ブルースクリーンとなり再起動がかかる。

（ここでDELL SupportAssistが起動するんだが・・・）
再びDELLマーク表示後、ブルースクリーンとなり再起動がかかる。
Windows起動がおかしいため、ブルースクリーンエラーからのトラブルシュー
ティング（システムの復元とか）ができない。
対策１：BIOSのブートメニューを表示させる。
F2だったか、F8だったか、F12だったか・・・
F2 BIOS起動、F8 Display右上にOption起動を表示、 F12 Option起動
Use the ↑(Up) and ↓(Down) arrow keys to move the pointer to the desired boot device.
Press [Enter] to attempt the boot or ESC to Cancel.(* = Password Required)
Warning: Legacy boot mode does not support OS boot on internal storage devices

上記メニューでDiagnosticsでハードを確認する。というのも0xc000021aエラーは
・外付けデバイスと相性が悪い
・dllライブラリがアンロードされている
・構成が正しくないか、デバイスドライバーが破損している
・Windowsレジストリがないか、破損している
・インストール済みソフトウェアがOSと相性が悪い
で発生する。（Diagnosticsでは３時間かかる。メモリ4GB,HDD500GB）
終了を待つ。エラーはなかった。
一度そのまま起動してみる。
0xc000021aエラーとなる。
ふむ。
SupportAssist OS Recoveryを実行し、システムの復元を試みる。
OS_BOOT_ERRORとなった。
OSの再インストールからやり直すのか。
幸いDELL OS Recovery Tool でUSBでのリカバリーメディアができそう。
必要なもの
- オペレーティング システムをインストールするDell PCのサービス タグ。
- Dellオペレーティング システム リカバリー ツール（Microsoft Windowsでのみ実行）のダウンロードおよびインストール
- 16 GB以上の空き容量がある空のUSBフラッシュ ドライブ。
- Microsoft .NET Framework 4.5.2以降
- 管理者ユーザー権限およびDellオペレーティング システムの回復イメージをダウンロードするハード ドライブでの16 GB以上の使用可能な領域。
DELL OS Recovery Toolにより、OS再インストールUSBメモリを作成する。
16GB以上のUSBメモリで行う。

USBからのREBOOTでクリーンインストールを考えていたが
修復インストールをまず行ってみる。

結果、無事起動。
クリスタルディスクインフォをインストールして確認したが
ハードディスクは問題なかった。
HDDアクセス中（Update中）に無理に電源を落としたのが原因と思われる。
